TX: Student School Attendance Event entity - Aggregate Student Attendance Minutes by Date for OFSDP Flexible Attendance
Update the Student School Attendance Event entity to send a single record per student, per date with the Total Minutes per date for students participating in OFSDP Flexible Attendance program.

Hello, this work item has been completed and was released on 9/16/25. Here are the relevant revision notes:
- Texas Ed-Fi: The Student School Attendance Event entity had the potential to send multiple records per student per date with different total minutes present for OFSDP Flexible Attendance. The entity now sends a single record per student per date with the total minutes present.
