Improve NSLP import process
The NSLP import process needs to be reviewed and corrected. Currently, it ignores records where fre.src = PDC, resulting in multiple open and overlapping active records with the same or conflicting eligibility statuses.
The process also needs an option to exclude certain records or establish an eligibility priority, similar to Direct Certification, where F (Free) takes priority over R (Reduced), followed by P (Paid).
In its current state, the NSLP import process is unusable. It creates additional work by generating overlapping records and closing existing Direct Certification records when new records are imported. These issues need to be addressed before the process can be used reliably.
