Add Permissions to new SPED Video Camera Requests page
Currently only ADMIN users may access to the SPED Video Camera Requests page. Add a new permission so districts are able to grant access to users or groups to Read, insert, Update, and Delete records on this page.

Hello, this work item has been completed and was released on 8/18/26. Here are the relevant revision notes:
- Permissions: Added a new SPED Video Camera Requests (SVC) permission to the School Information section allowing user level Read, Insert, Update, Delete, Mass Update, and Expiration Date access to the School Info > SPED Video Camera Requests page. See Texas - SPED Video Camera Requests.
