I support Karen's idea. If it's not feasible, at the very least, we should note "Refused to State/Participate" in the FRE table for families who choose not to respond. We rely on the FRE record entries to track income survey responses, and having no entry makes it challenging to monitor participation.

This directly impacts our school funding and as prices rise for services (across all area of education) districts can use the information received through the surveys to help fund those areas. Making this required has become a necessity.
