Add web function to Copy ELPAC scores to LAC
Please add the function to 'copy most recent ELPAC scores from TST to LAC. Used to be 'most recent CELDT scores' in CS.

Language Assessment Management: Update ELPAC scores into LAC is a new feature converted from Client and available on this new page.
