Enhance ELOP/Leap Process
CDE instructions indicate that the LEAP extract should include everyone enrolled in the program, Whether they participate or not. At present, the Aeries process only creates PGM records if ATD is present. We'd like to enhance the process to create a PGM record with 0 days so that we don't have to manually add their records.
