The Sibling Lookup Tool currently excludes students whose Family Key (STU.FK) is set to 0. As a result, users may miss potential sibling matches simply because these students are not returned in the search results.

Including all students, even those with a Family Key of zero, would allow users to:
- Identify missing or incorrect Family Keys and correct them, and
- Match students to their appropriate siblings at the same time.

This idea would improve data accuracy and reduce the need for separate cleanup processes.
