CAPSDAC - Allow Elementary scheduling
Elementary scheduling type does not support course-level attributes on the TCH record.
Add a Core/Proficiency (TCH.E3) field that could be coded with "P" for preschool class. This designation could ensure the Elementary scheduling Teacher record is properly identified and included in the CAPSDAC extract.
