CRDC Extract - Refine 0s and Blanks Fill Logic for Various Elements
Refine logic for CRDC extract with regard to filling fields with either 0's or blanks.
For example, if there are any Preschool student counts, then the fields for Preschool EL counts, Preschool Student in EL Programs, Preschool IDEA, Preschool 504 counts should be filled with 0's rather than blanks when there are no Preschool students in these counts.
