Allow a way to set priority for Academic Courses in Flex Scheduling
Allow an option to set a course as a priority so the academic course is scheduled before electives.

In the Schedule All Students page -> Scheduling Options: Add a new option to allow for prioritization to schedule Academic courses before Non-Academic Courses based on Course field CRS.NA.
