There is an option on the [School Options] page which allows you to disable outside users from creating parent AND student accounts. I would like these separated out. I want to disable all users from creating student accounts since these are managed centrally, but I still want to enable anyone to create a parent account (either through VPC or contact record Portal?=Y)

Disable Create New Account.
This option will prevent parents and students from creating a new account.

Rationale - We have parents that create student accounts, and those have to be identified and changed. We also have student personal emails that get into the system which I believe we solved through security access to those fields, but still something I want to avoid.
