Online Enrollment - Allow entry of mobile phone to satisfy phone entry requirement
During the data entry for Emergency Contacts during online enrollment, a parent is presented with an error if they only enter a mobile phone number, but nothing in the "primary phone number" field. We don't want people double entering the same phone number, and in this day, most people only have a mobile phone. It would be great if an entry in either field satisfied the data entry requirement. Even better: allow users to specify which fields are required!
