Global Message Banner on Every Page with Admin Sticky Option
Right now the "Global Message" is limited to a single area on the landing page, and most of it is hidden under a fold that users need to actively engage with to see, this is an antipattern that makes it difficult to communicate ongoing urgent information with users (for example, when Aeries posts an active incident to statuspage.io, our global messages are updated to include that information so all users are aware). Aeries needs a Global Message that is displayed at the top of every page, with the option for admin to mark as "sticky" so that users cannot clear/dismiss it. Something like 250-500 characters of text that we can format as needed with text formatting and links.
