Add a portal setting to allow districts to block parents the ability to add a new pending request once their request has been approved. Some districts would prefer to talk with parents who change their mind directly as it can become more work changing things back and forth in the system and the possibility of errors in placement as parents bounce around school requests increases. Parents are also confused on what their last requested school actually was. By having a setting, those who want to give parents the ability to change their choice will still have access to this feature where they can create a new pending request even if they have an approved transfer.
