Add ability for Admin Users to delete RCH record
Would like the ability to delete Report Card History from the Web interface instead of having to delete them via SQL.

Sometimes report cards are generated in RCH for students who have started after the end of the current marking period. They are blank. It would be nice to have the ability to delete these unhelpful records in RCH with an "Edit" button, as exists is so many other areas.
