Combine Student Records - Allow Merge From prior Year
Combine Student Records for students with Multiple Permanent IDs from prior years.
ie student perm ID#1 in 2017-18 database combine with student perm ID#2 in 2020-21 database. We must first transfer Student ID#1 to the current 2020-21 database before we are able to combine.
