Allow teachers to View or download Documents from Other Teachers' Gradebooks
Allow teachers to view or download documents that are attached to assignments in other teachers' gradebooks. Currently the download icon displays on the gradebook details page for other teachers, but when it's clicked the document does not download.

I am pretty sure this used to be a feature. I am an ed specialist and I would look up my students' assignments (from other classes) on a daily basis. A workaround is to have an admin account.
