CALPADS Fall 2 - Adjust logic for Past Primary teachers
Logic needs to be adjusted for situations where a teacher was the primary teacher on Census Day according to SSE.SD and SSE.ED and was later replaced by a different teacher. The extract needs to pull the teacher of record on Census day even if that teacher is a past primary teacher SSE.PPR = 1 and the State Reporting permission (SSE.STR) is not set to "N".
