Aeries Analytics - Process GTE and PGM Records for GATE Indicators
When Aeries Analytics is processing the Gifted and Talented (GATE) indicator(s) it should evaluate both GTE and PGM.CD = 127 records and include students with active records in either table.

This does not just affect Aeries Analytics, but it also needs to ensure the GATE extended field in Aeries Query utilizes data from either the GTE or PRG table and not just the PGM table as we do not use the PGM table for recording GATE table since the GATE table has been added and the extended field is not working for us. I do not think we should have to enter data into both tables, therefore, the logic should pull from either table based on which table sites utilize.

It would be extremely useful if there were 3 levels: Not in Program, Eligible, and Participating.
