Initialize New Grade Reporting Cycle
Add an option to initialize for a single student, similar to the option to initial for a single section.

Requesting this because adding a record manually to the GRD table via the Grades form after a new grade reporting cycle has been initialized does not place the student on the Grades by Teacher form because GRD.SH and GRD.LI are zero.
