I agree with this, I manage 12 different districts with up to 6-7 pages of permissions groups,. It would take me weeks to push out read only permissions to all those groups for the pervious year.

Sites could utilize the Student Documents Page and create a category for Attendance. You could reference Student Documents in the Attendancce Note...just a suggestion.

The problem with the US School k-12 is it validates in CALAPDS against AGE, not grade level. So there needs to be a calculation that determine if the date entered is less than 4 years from the student's birthdate.
