   According to CALPADS, the US School Enrollment < 3 years indicator calculates as a cumulative time, not consecutive. Therefore we cannot calculate this value from the Initial US School Enter Date.

   Have logic look at date of entry and the current date to determine if it is less than 3 years. If so autopopulate to yes if not then autopoulate to no
