    I found out from Justin Lane from DASHBOARD at CDE that the definition of LTEL/AR-TEL, based on Education Code Section 313.1, uses four criteria. Two of those criteria use CAASPP ELA and Summative ELPAC results. Based on these two criteria, EL students can move in and out of LTEL status from year to year based on the students’ performance on these two tests.

    Given that info, Aeries needs to change their logic on how the LTEL import process works. If a student goes from R or L and back to EL, we should be able to note that in Aeries, AND still be able to update the Years EL. i.e., Aeries logic should NOT bypass input records that have a status = EL IF the current LTEL value in Aeries (LAC.LT) is equal to R or L. It should update LAC.LT to blank in Aeries (if input record = EL) AND update the value in Years EL (LAC.YEL).
